Interactive customize buffer button widgets broken or non-existent

If I get a customize buffer, e.g. by doing M-x customize-variable RET case-fold-search RET Then in 21.1.14, I see 3-d buttons Set Save and Done, presumably as God intended. In 21.5 --with-widgets, the Set, Save, and Done buttons become 2-d and non-mouse-track-sensitive. Which looks really ugly, since the Reset stays 3-d. In 21.5 -without-widgets, the Set, Save, and Done buttons simply disappear. Do the buttons in customize buffers in 21.5 (or 21.4) actually work correctly for anyone on Unix?
