Does this happen in other modes? In 21.5 and 21.4 (both current CVS),
in c (cc-mode), java (cc-mode), text (message), and elisp (*scratch*
buffer) modes it does not, for me anyway. (M-f stops at underscores,
C-M-f jumps to whitespace.)
I suspect your beef is with the mode maintainers.
