Yes. Fedora is basically a beta distribution, although their quality
control is a lot higher than we normally associate with an open source
beta test distribution.

Yes, that's why I switched to 21.5.x in the SuSE packages. The bad
UTF-8 support in 21.4.x is a showstopper nowadays. Although 21.5.x is
beta, it nevertheless works much better in most respects compared to
21.4.x. At least in my experience.
Currently 21.5 is operationally stable. It has few crashes, none
reproducible AFAIK, and no other outstanding showstoppers. However,
from a user's standpoint, it's *very* rough around the edges. Offhand
I can mention (1) Ben's redesign of the Mule encoding detectors is not
really an improvement over the old one and needs some tuning before
it's as accurate as the old one, (2) Xft fonts are very poorly
supported by Customize and the menus, and (3) window configurations
are very buggy (probably due to the fact that they don't exist as
objects any more).
Volunteers to work on any of these problems (Mike has taken
responsibility for the window configuration stuff but progress is
slow) would be very welcome, and progress on them would be a big step
toward a 21.6 release.
