OK, a bit of narrowing in because I had some old (cygwin, 32-bit)
binaries lying around.

The b29 version runs M-x shell just fine. All the others fail.
That's wrt current 32-bit Cygwin on a 64-bit Windows 7 machine,
i.e. CYGWIN_NT-6.1-WOW64 ... 1.7.27.
I'll see what I can see in the change logs betwee 12/2010 and
5/2011. . .
But it does seem odd that, per my previous message, M-x shell _was_
working in August 2011, almost certainly with the above b31.exe, on
Cygwin 1.7.? (10 or 11, I think).
