These aren't XEmacs problems. They are issues with Debian packaging,
specifically their Emacs policy. With a standard XEmacs "make
install", these all go in the xemacs-$VERSION directories, not into
system directories. This kind of conflict is why we don't try to have
a "smarter" more LSB-conformant installation policy. These install
targets are all configurable, of course.

Known problem. XEmacs 21.4 is end-of-life and I'm pretty sure we
won't fix this.
