memory exhausted error with latest 21.5 beta on XP

I just built the latest beta on XP, and get the following:
xemacs -q
eval the following 3 lines:

This silently kills emacs, unless I run under the debugger, in which case I
get the following backtrace:

Help with pydb mode? (improved python debugger)

I'm interested in pydb mode (improved python debugger). Unfortunately, it
doesn't quite work with xemacs's ancient gud. Can anyone help?
First it complained about gud-prompt-cmdline begin missing. I compared the
code to pdb.el, and replace it with this:

The next problem is
(gud-common-init command-line 'gud-pydb-massage-args

gud-common-init is called with 4 param, but only takes 2.
I'm guessing this is a more serious problem.

Sorry I was skimpy on the details. We went over this in December for
21.4, so I thought everyone would understand what I meant. Here's
what I mean:

This is the windows default layout. (I think it corresponds to #2
above.) It's easy to support this using the PACKAGE_PREFIX setting in
config.inc, but this layout requires runtime support if you want to be
able to create a setup kit that you can install anywhere.

Yes, we could add an additional 'packages' layer that subsumes all the
packages. In fact, that's how I had the original 21.4.18 setup kits
laid out. My only concern would be getting current users of the
Windows setup kit over the transition.

I've added that line to my init.el file:

exited XEmacs, restarted it, again M-x w3 ... same messages, same error.
(I also tried it with (require 'font) as the last line (just in case if
order matters), same situation).
What am I missing or doing wrong?

I'm using XEmacs 21.5.24 (Cygwin, running on MS Win2K)
I try M-x w3
it says it's contacting some web page (cs.indiana.edu. ... I guess)
then it says it is "Drawing..." and then the error:
Symbol's value as variable is void: font-running-xemacs
I'm using the sumo tarball extracted into the XEmacs package directory.
My init.el file does not contain anything related to fonts, I'm just using
whatever the default is.
How can I make w3 render those HTML pages (I've also tried a local
.html page, same error).

Thank you for XEmacs! I have the following reproducible segfault:
when my .xemacs/custom.el file has this contents (and nothing else) then
starting xemacs segfaults (unless -no-init-file):

'(font-lock-mode t nil (font-lock)))
But when my .xemacs/custom.el file has this contents (and nothing else) then
starting xemacs works:

I would be happy to run further experiments, provide results strace, debuggery,
valgrind, etc.

Greetings,
As a result of the patch I just submitted to xemacs-patches, I will
soon be able to build and distribute a 21.5 setup kit for a native
Windows build. What do you think it should include? I'm planning on
building with MULE support, I think. Currently the 21.4 kit includes
the following packages: c-support, cc-mode, debug, dired, ecb, edebug,
ediff, edit-utils, efs, eieio, fsf-compat, mail-lib, net-utils,
os-utils, pc, perl-modes, prog-modes, semantic, sh-script, sounds-wav,
speedbar, texinfo, text-modes, time, xemacs-base and xemacs-devel.
Are there other packages I should include? Should I take some out?
Are there mule packages I should include? Your thoughts, please.
