About a year ago I had submitted a patch to xemacs-patches, message-id
<m2oel9dkoh.fsf_-_(a)tnuctip.rychter.com>, message was titled: "[PATCH]
XEmacs/Win32: window handle in frame properties". There was a little
discussion where I had to explain why this functionality is needed.
The discussion died, the patch was forgotten, and without this change I
have no way of supporting Windows users of my vx-mode package (Dragon
NaturallySpeaking support for XEmacs).
What I need is to get the MS-Windows window handle from within lisp, so
that I can pass it to other programs. Basically XEmacs would tell
another program what its window id was. Simple.
Is there any chance someone could take a look at this patch, build it
under Windows (I can't do that at the moment) and commit?

There is absolutely no logic to whether an option is with-FOO or
enable-FOO. This should be fixed.
Why don't we just dump this distinction entirely and have everything be
with-FOO?

The command below (with my filename) seems to display something when I
removed the 2nd double quote (the one after "Rf"). Otherwise, I get an
"unmatched ". " message.

A cleartool describe command seems to hang.
Try something close to this command at a DOS prompt:

Dear fellow developers,
I am using Xemacs 21.5.17 beta "chayote" on Windows XP, and the SINGLE MAJOR
PROBLEM for me is the lame support for UTF-8 encoding. I live in Latvia and
I use UTF-8 latvian diacritical characters all the time. However, Xemacs
only recognizes file encoding as UTF-8 if there are first 2 UTF-8 bytes set
at the beginning of file, or if there are already latvian UTF-8 encoded
characters in the file. Otherwise, when I create a new file, or add a
diacritical letter to existing UTF-8 file, there is no way for me to switch
Xemacs encoding mode to UTF-8. The only thing that I learned to work around
this is "save the file as UTF-8" in Notepad, which inserts UTF-8 prefix
characters at the beginning of the file, after which Xemacs recognizes the
file as UTF-8.
Would anyone, please, make a simple Xemacs function to switch the file
encoding to UTF-8, or, even better, to make UTF-8 default encoding for all
files?

[PATCH] Make GC dependent on % of total memory consed

This one I'm not committing quite yet, as it is a (somewhat) user-visible
change. I'm interested in comments. With this change, GC will not happen
until at least 40% (a random guess) of current Lisp-object memory has been
allocated. The purpose of this is to make GC time be a constant amortized
percentage of total run time, regardless of how big XEmacs is. (Currently,
GC time will become a progressively larger percent of total time as the
size of XEmacs increases.) Note that the lower bound in gc-cons-threshold
(500K) still applies.

Rename underused `memory-usage' to `total-memory-usage'.
Add `lisp-object-memory-usage'. Reimplement `gc-cons-percentage'
to be a percentage of total Lisp object allocation (not total
memory of all sorts, which is hard to calculate in any case) and
give it a preliminary value of 40%. Use EMACS_INT instead of
int in a couple of places.
