skeleton.el, 21.1.14, is xemacs-base package always in every release?

I've had a number of complaints from people that my verilog-mode.el,
which requires skeleton.el, 'doesn't work with 21.1.14'
I have that release running on my laptop, and I run 'locate-library
skeleton.el', and see that for me it is in
/usr/lib/xemacs/xemacs-packages/xemacs-base/skeleton.el
However, for me the file is dated Jan 14, 1998.
Q1: What should I tell these people? It is possible that they do not
have xemacs-base installed on their machine? (How could anything
work?)

i put this in, but it's always made me uncomfortable, and i just realized what i
think is a much better idea. i'd like to get people's opinions, and if you
think my suggestion is good, it should probably go into 21.4 to avoid releasing
something we later want to take out.
suggestion:
-- remove kill-whole-line = always.
-- C-k continues as "kill to end of line".
-- define M-k as kill-whole-line.
-- move the current, vastly underused, binding of M-k (kill-sentence) to
M-shift-k. this is still usable under tty's, as well.

I checked out Xemacs from the gtk-xemacs-21-2 branch and build under
Cygwin. I ran into two problems.
1) lib-src/gnuclient.c fails to build with a parse error before else at line
654.
I don't have X Windows libraries installed so there is no if for the
else.
It is easy to patch this by moving the else inside the two #ifdefs, but I
don't
think this is the correct solution. Before the addition of GTK support,
the
X support was always there even when build with an Xemacs that has no X.
It
seems that this should stay. There needs to be a way of asking for a
generic
display X or GTK as appropriate. I know zero about GTK so I can't
suggest
anything.
2) For the first time I see temacs looping when running auto-autoloads.el
This is
reproducible. I reran "make beta" on 21-2.45 loaded from tarballs and
this did
not hang.

Does it mean that Matt's code fixes the parens-in-first-column
problem?
Is there anyone who even knows how we came by that problem and why FSF
Emacs apparently doesn't suffer from it? I understand that it is an
important optimization, but I don't understand why the FSF doesn't
need it!

When XEmacs starts, I have a

Here is where I arrived at.
I canibalized Stephen's (and some of my ideas) from pxp and modified
patcher.el, which is closer to what I need than pxp, and it is already
``customized''.
It also uses the standard `patch-to-changelog' already.
Since I don't know what happened to your version of patcher.el
meanwhile, Didier, here is my current status.
This may be ready for inclusion into the xemacs-base package already.
Please test. I hope you won't de-test :-)

Hi Steve
Another problem with speedbar-0.13, this time when using with sb-w3.el (w3)
When viewing a html file with w3 I get the follogin error:

DFRAME TIMER ERROR: (wrong-type-argument hash-table-p nil)
and the speedbar frame shows only one line saying:
