.info is not mandatory. The texinfo distribution itself uses texinfo-1,
texinfo-2, etc.
It also supports numerous other extensions, mostly for DOS.

However, check and check-temacs both fail with my site-start.el.
1. (require 'compile) fails as described below.
2. Symbol's function definition is void: nt-quote-process-args

Here's the errors I get:
(end-of-file "internal input stream") is alive and kicking, doing (require 'compile) again.
(void-function nt-quote-process-args) is alive and kicking, doing (require 'igrep) again.
The broken C implementation is used only when XEmacs is run
(noninteractive) for 21.2.
The other problem during check and check-temacs is this:
Symbol's function definition is void: nt-quote-process-args

Gnus is not the only package to avoid `.info' as an extension. Moreover,
DJGPP might use different extensions.

Nothing wrong, there. Gnus is not messing with output file names, as
`makeinfo' default is a proposal, not a standard. A lot of Info files
do not (or did not?) have `.info' extension anyway. Maybe that `.info'
as an extension became mandated? That would be new to me, but I'm not
following everything. Cc:ing to Karl, who might have an opinion on this.
