xemacs-patches is for every patch you wish to be applied to the
distribution. xemacs-beta is good for patches you wish others to test
out before you send them to xemacs-patches.

I think your change is correct. The docstring says "monotonically",
and it's been written by Martin Buchholz, who is a mathematician. I
wrote the NEWS entry.
But the entry documents a 21.0 change, so modifying it might be
considered "changing history". But I guess spelling fixes should
still be fine. (I'm the maintainer of NEWS, btw.)
In Croatian, there's only one way to say monotonous/monotonical (the
same root, "monoton"), so the related joke goes:
Q: Why are maths professors convergent?
A: They are monotonous and limited.
But then again, I guess translating puns has never been easy.
