I see the behavior when I am going over a slow modem. I can also see
on a fast connection by doing this in a shell:
(sleep 60 ; cat /etc/motd)&
xemacs -nw
Then, once I'm in XEmacs, I `C-x C-f ~/.emacs', `C-x 2', and wait
another 30 seconds for the garbage to fill the screen.
After that, I do `M-: t RET', and get the entire screen refreshed.
I call this a bug.
By the way, I also hate it under X, since my dxpc make XEmacs usable
over a v.90 modem, but it would be much nicer if there were fewer
gratuitous redisplays.
