No, just rename it to something other than *.el, how about

Yup.

They were put back in by request by people who wished to hack on
them. Renaming them (temporarily until they work) so they don't get
picked up by autoloads generation is a reasonable compromise.
I've renamed thus:
$ mv ethio-util.el ethio-util.EL
$ mv ethiopic.el ethiopic.EL
$ mv vietnamese.el vietnamese.EL
