[COMMIT] Make device-matching-specifier-tag-list available again

APPROVE COMMIT NOTE: This patch has been committed. src/ChangeLog addition: 2006-11-11 Aidan Kehoe <kehoea(a)parhasard.net&gt; * specifier.c: VM calls device-matching-specifier-tag-list; my taking it out of non-debug builds was misjudged, this change puts it back in. I've also reverted a couple of incidental and wrong whitespace changes.
