This is probably a bad idea. XEmacs/Mule is POSIX-oriented. As such
it should be controlled by the POSIX locale. I suspect that "the
Carbon infrastructure" pays attention to whatever it is that the Mac
uses instead of POSIX locales under normal conditions, and it is a
massive PITA to deal with this Mac exceptionalism when something in
the locales goes weird.
#'carbon-current-locale just passes back a POSIX locale string. The only
incompatibility I can realistically imagine will be in showing the logic
behind the locale settings in #'report-xemacs-bug; and see

where knowing the Carbon locale in XEmacs can be a real win.
