buffer-colors.el for evaluation

Here is the buffer colors file I mentioned in xemacs-beta. I would appreciate it of some people could look at it, suggestions welcome. To start buffer-colors for testing, open the buffer-colors.el file and evaluate whole buffer. That will add a menu item, Options-->Display-->Buffer-Colors which you can toggle to enable the program.
