QUERY
While I agree with Rene that signaling an error is pretty useless for
this function, I think that many users will expect functions based on
it to work on the Windows *platform*, not just on Windows *frames*.
I suggest issuing a warning with one of the intermediate priorities
that causes it to be logged but not displayed (eg, notice). If it
seems like this function is likely to mostly be used in interactive
contexts, then maybe a displayed warning should be considered.
(Remember, advanced users can always suppress display.)
