In particular, a bounds test is needed to ensure that we're not
outside the range of indicies in search.c, because more or less any
byte can occur in Mule encoding. IMO the best way to document that is
explicit dimensions on the declaration and definition of the array.
If that doesn't sound right, I'll change it in 21.5, but I don't see
any need to do so in 21.4.
