[AC21.5] Improve Installation text for Postgresql

APPROVE COMMIT 21.5 Just a tiny nit. Our use of Postgresql bindings hasn't changed since V7, but they still seem to work AFAICT (I only connect to the postgresql server to check, they definitely compile).
