[PATCH 21.5] Fix dangerous strcpy

PATCH 21.5
Here is how I would like to fix the dangerous strcpy we discussed
recently on xemacs-beta. The solution is to make the target area
precisely the right size to hold the copied string.
Is there seriously no Xlib function whatsoever to tell you if the server
is local or remote? Really?

I did a mapatoms to find an appropriate variable by its value when handling
built-in functions in symbol-file; I didn’t quite get back then that
build-root and source-root reflect the corresponding configure settings.

This patches moves to supporting ~500,000 Unicode code points that would
otherwise be trashed by the editor. Previously, it was it was of the order

This patch captures the values of __GNUC__ and __GNUC_MINOR__ in
configure variables when gcc is used. It uses them to see if gcc 3.4 or
later is in use and, if so, adds -Wdeclaration-after-statement to the
warning flags when compiling with C.
I am interested in finding out whether this approach is acceptable to
the other developers. In particular, is the $(( ... )) syntax okay? It
is standard Bourne shell (see the Single Unix Specification on
www.unix.org), but it is not used anywhere in our present configure
script. Is anyone using a shell that does not support that syntax?

This fixes the Cygwin build for me--it was failing because make-docfile
couldn’t find a definition of IS_DIRECTORY_SEP. Why GCC is choosing not to
inline IS_DIRECTORY_SEP is another question.
