It's way beyond planning. There's a Unicode branch in the Emacs CVS,
which you can check out and try (the branch is called emacs-unicode2,
IIRC). That branch is actively worked on, mainly by Ken'ichi Handa,
with help from a few others. The current plans are that Emacs 22.1
will be based on Unicode, and that the Unicode branch will be merged
with the trunk after Emacs 21.4 goes into pretest.
Is anyone in communication with them to try and ensure that
their API's look like ours, or are they just going to be incompatible AGAIN?
What APIs? AFAIK, there are no significant changes in the APIs due to
the Unicode move, only the absolutely necessary ones. However, I
might be mistaken, as I don't track the Unicode branch. You might be
better off asking on emacs-devel(a)gnu.org (Ken'ichi Handa reads that).
