This function is obsolete. mswindows-get-clipboard was removed by Ben some time ago. Actually, there isn't any useful code in this file (msw-select.el) at the moment. Some people might argue that the stuff that supports the Windows-specific selection formats belongs in there I suppose (but only one format, CF_TEXT, is in select.el anyway).
