What is it supposed to do?
What the docstring says -- change the frame. If this is not the case,
then we should add something like "this commands doesn't do anything
with focus-follows-mouse set to t." But I wouldn't do that before
giving it *good* thought.
BTW, are you aware that FSF 20.3 sets focus-follows-mouse to t by
default? Maybe we should copy what they do?
