Last November, there was some talk of writing a voice recognition module, using IBM's Via Voice as the recognition engine. Did anything ever come of that? If nobody else is working on it, I'll take a pass at it. I have read the event handling code for XEmacs, so I'm not too worried about that part of it. However, I don't know anything at all about the module mechanism.
