I'd like to make a separate ChangeLog for etc/, since there are a large
number of them mixed in with the core and it would really make it easier
to get a clear view of what sort of changes have been happening, make
locating changes easier, etc. So I want to go through, extract out all
the etc/ entries from the main ChangeLog (splitting entries where
necessary), and put them in the separate etc/Changelog. (In fact, I've
already done about half the work; it's not that difficult.)
What do you think? Some may argue that I'm "rewriting" history, but I'm
clearly not -- just rearranging. All the history is still there.

The fact that the *other* directories (lisp, src, lwlib, and so on) have their
own Changelog, but the top-level one includes both 'configure' changes
and etc/ changes, has been an ongoing source of aggrivation....

I'm strongly in favor of ChangeLog per directory.

I have no problems with that.
If somebody does object you can always move the current changelog
to ChaneLog.x and start two new fresh ones.

This undercuts the purpose, though.
Put in a log like
2002-04-01 ChangeLog Police <finicky(a)xemacs.org>
* etc/ChangeLog: new file.
etc/sample.xemacs: ChangeLog entries moved to etc/ChangeLog.

.
It would be only 100 lines if just entries in etc/ were listed. There
are some subdirectories (about 600 total directory entries), but many
are 21.5-specific (unicode stuff) or CVS. Others (photos, pixmaps)
could presumably be abbreviated to just mentioning the directory, too.

do we really have to?
seems to make more sense just to put in one entry for etc/*. it should
be pretty obvious, if there are no etc/ entries in the top-level
ChangeLog, where to look.

We don't, it was intended as a suggestion (although the wording looks
pretty imperative, sorry, my bad). But if somebody does "grep
xemacs-ja.1 ChangeLog" they'll believe there was no change to that
file in human memory. Which is plausible: it was true, until a few
months ago.
Seems to me a couple hundred lines of ChangeLog is a small price to
pay to guard against that.
