This undercuts the purpose, though.
Put in a log like
2002-04-01 ChangeLog Police <finicky(a)xemacs.org>
* etc/ChangeLog: new file.
etc/sample.xemacs: ChangeLog entries moved to etc/ChangeLog.

.
It would be only 100 lines if just entries in etc/ were listed. There
are some subdirectories (about 600 total directory entries), but many
are 21.5-specific (unicode stuff) or CVS. Others (photos, pixmaps)
could presumably be abbreviated to just mentioning the directory, too.
