Yes. Except for the addresses, everything in that file should work on
both variants.

Why do this? defaliasing `report-xemacs-bug' to invoke
`report-emacs-bug' is a good idea. The rest of it is gratuitous.
Remember, _we_ do 90% or more of the work of synching. Why make it
harder for ourselves?
If you've already done it (I would assume so), it's up to you do
decide if the above is convincing enough to reverse it. I don't have
that strong an opinion, and after all, you'll be doing any extra work
entailed. :-)
