I don't know quite what to do about this; it's not really psgml-html's
fault, it's user-mail-address that's doing the dirty deed.

loading the user's init file.
(which actually only got in to 21.4 in 21.4.4, 2001-07-28). Before
that, custom-file was nil at this point, so no harm could be done (I
think, not yet tested).
I will test this and probably revert for 21.4.7 if reversion prevents
the problem. I suggest reverting in 21.5, too, unless a real fix can
developed _really_ fast.
that could explain the recent problem i had
i got asked for my email address at startup and noticed my custom.el
had been emptied
i think it may have been loading batch-psgml-validate.el from the
xemacsweb module at startup
