What is "the User's Guide"? If you mean the XEmacs manual, the
"XEmacs" node in the top-level dir, then I don't see how we can not
distribute it. It's the only user-level documentation for using
XEmacs.
I don't see it being very out-of-date, either. Most of the changes
have modified the internals and Lisp stuff anyway, and Lispref is
being reasonably updated.
