Yes. But I think the problem is in the desktop environments. They
should shut down the user's apps when he logs out, not depend on them
to notice that the display went away, and decide there's nothing
useful for them to do. xdm and xsm manage to do this correctly
AFAICT.
There's a fix for the tight, CPU-consuming, loop (this is an Xt bug,
either in implementation or in documentation) in 21.4.10 (and already
prereleased in rc3), so even if the XEmacs process survives it will
use minimal CPU. I think that if it's the last console, however,
XEmacs will exit as desired. At least that's what happens for the
people who have tested the patch.
