Dear Bug Team!
A couple of days ago I updated most of my packages from the
pre-releases batch. No problems until the first time I went
to work on some HTML files and found that I can no longer
parse them using sgml-next-trouble-spot. I immediately start
getting errors. On the first line:
<html lang="en" xml:lang="en"
xmlns="http://www.w3.org/1999/xhtml">
it tells me that "Attribute lang not declared for element
html" and then that <head> is an undefined element, all of
which tells me that it obviously has no idea what DTD to
use.
I have attached the actual first page of a commercial Web
site I developed (tommcfaul.com), a site with nearly 100
pages of static HTML pages. (And a couple of CGI pages.) I
run M-x sgml-next-trouble-spot constantly on my work and
attempt to make sure that it is 100% XHTML-correct. I've had
no problems whatever with editing HTML until I upgraded
packages, so I suspect something there.

All DTDs from the psgml package were split to a new package, psgml-dtds
about a month ago, as of psgml package version 1.32. Your report tells
me that you don't have psgml-dtds installed, HTML editing should be work
again after you've install it.

Yes, that was exactly the problem. I did not know about
