Doesn't look like pilot error to me, so it's a bug.

Subject: time frozen in modeline
[...]
I use XEmacs 21.4.15 on Cygwin (on Windows XP). Each time I start
XEmacs, I will have it run for weeks. During that session, my machine
(a laptop) may go to stand by mode or hibernated mode many times.
Sooner or later, the time displayed in the modeline will stop changing,
and I have to do M-x display-time to make the clock work again. When
the time is stopped, the mail indicator stops working too, so I will not
be aware of new mails.

I don't know if it's the same problem I occasionally get, which seems to
be related to itimers - sometimes they just seem to "stop". (XEmacs
21.4.13 Native on XP).
Whilst my machine is a laptop, I tend not to use stand by but DO use
hibernate. However, I've seen the problem on this machine with extended
periods (several days) of running *without* hibernating.
M-x edit-itimers
usually seems to give them a "kick".
It's certainly not limited to display-time - I've seen the symptoms
with other packages that use itimers. (In particular, one I wrote myself
that goes off and reads a file every so often to update the modeline -
for quite a while I thought it was down to my code, but it seems to
happen in other places too.)
