DCOP?  I am not sure... I am still learning a lot about the KDE 
system.  I think you can write DCOP "scripts" in sh/python 
whatever to remotely control an app.  I don't know that you could 
access KIO_Protocols.  Now if the app you are talking to has only 
the job of feeding information back to Emacs then we are talking 
something that might be possible via DCOP.
