Hello Ron, please don't drop newsgroups or mailing lists in followups,
since I will not reply to private queuries about XEmacs.
Try the equivalent ftp experiment from a DOS box and cygwin bash
shell to narrow in on the issue.
See whether cygwin or Windows ftp works for you.

xemacs -no-init-file -no-site-file
and testing a well-known efs path, like
/ftp@ftp.xemacs.org:/pub/xemacs/beta/
Ron, which ftp exectutable are you using in XEmacs (which ftp)?
I found that I cannot use cygwin ftp in my native Windows XEmacs.
What else has changed in your environment (at work and at home) since
your ftp access worked last?
