You have to turn it on in Options->Menubars->Alt/Meta Selects Menu

Thanks for the tip -- I've tried it and it works.
I don't like the "Alt/Meta" wording, but I think I understand why it's
there. I have both Meta and Alt (both detected by Emacs), and I'd
expect accelerators to be invoked by Alt, leaving Meta free for
commands. Instead, Meta is used for accelerators by default.
