Yes. Recent Texinfo distributions have fairly decent tool called
(surprise, surprise) 'texi2html' (it also comes with teTeX 1.0 and/or
texlive 4).
Rumor has it that recent alpha versions of makeinfo can produce html
directly and that output is even better.
