I'm afraid that lead times in hobby projects don't say much about
whether things are complicated or not. Sometimes, always!?, the
complicated and interesting stuff gets solved long before the boring
maintenance jobs. This is a maintenance job.
It does not exactly give the most active impression of XEmacs
development (or the general fitness of the infrastructure and
procedures) if boring maintenance jobs (that presumably anybody could
easily do since the infrastructure is so well-documented and useful)
take years to get done.
Whatever. Let's see where the code leads.
