Not really. Are you sure XEmacs can actually find the package? What
does M-x locate-library RET cperl-mode RET say?
It says "Library is file
/home/nromer/local/lib/xemacs-21.1-p2/lisp/prog-modes/cperl-mode.elc", which is
where I untarred it to (I have xemacs installed off of my home dir because I
don't have root access on this machine).
