This is indeed a mess. patches welcome. I would guess a variable
such as `comint-TERM' or maybe `comint-default-TERM', or both, would
be what you want?
Please think about what degree of flexibility you need, and let us
know. (Especially how to avoid screwing things up worse!)
Note that the normal hack for bash is to inhibit readline with the
--no-editing flag. I realize that's not sufficient, but would
appreciate your opinion on whether it's sometimes useful or not.

OK. Maybe a specifier, or perhaps buffer-local would be enough. I'm
thinking about a generalization of specifier to have a mode locale; if
this variable took a specifier value, such generalizations would be
automatic. Also, I can imagine having two frames with different
values, a pretty rude hack but might be useful in some contexts.
