That one I can answer offhand. If the "OO-Browser..." item does not exist, then `add-submenu' will add ediff-menu to the end of the "Tools" menu as of the time it is loaded. Currently there's no way to be sure of the order in which package auto-autoloads will be loaded, so we can't be sure of that. However, the several ediff entries will be grouped properly. In my current XEmacs, the Tools menu is Packages Internet ---- Grep Compile Debug Shell Tags ---- Calendar Games ---- Compare Merge Apply Patch Ediff Miscellanea ---- Directory Search PCL CVS which may not be optimal but is certainly reasonable.
