 Oh no.. Not that bug again. This is actually a Solaris bug (it forgets 
 to ACK the FIN). However ftp.xemacs.org had a work-around patch in its 
 kernel maybe it has been removed for some reason? 
I did not encounter this problem while downloading the whole tarballs one hour 
ago (also using ncftp).
