it's already part of the prog-modes package:
Library is file c:\XEmacs\xemacs-packages\lisp\prog-modes\verilog-mode.elc
It would be great if you could send regular patches to synch
verilog-mode.el in the prog-modes package with your latest stable
version.
You can acces all xemacs-packages via CVS.
There is also a web interface at
cvs.xemacs.org.
