This is due to a bug in the 1.5 Cygwin series. Your options are:
(3) Start XEmacs from a bash shell rather than using the desktop icon
(this fixes the problem for some people, including me,
but I've had
one report that it didn't work);

If it matters, for me, only "3" worked. Both of the alternate command
lines suggested in that note (the first that produces the extra command
window, and the second that doesn't) produce the same scrozzled window
as executing Xemacs directly.
