I know. But lately, at least for me, commit messages come with a

No, I've noticed the same thing.
I'm going to push changes this afternoon to every package EXCEPT eicq,
patcher, and ps-print-nomule, including a top-level change. This is
necessary to convert .cvsignore files to .hgignore files. I'm also
addressing a couple of other widespread problems at the same time to
try to limit the churn. In any case, not too long from now, every
package except those 3 is going to need an update. I'll send you an
email when I'm done.
Incidentally, while trying to do the mercurial commits, I've hit a
number of packages that have newer content than what was accessible
from a top-level checkout. These are:
- mule-package/leim: Updated by Aidan 2014-01-21
- xemacs-packages/cc-mode: Updated by Alan 2014-02-09 (no ChangeLog entry)
- xemacs-packages/forms: Updated by Vin 2011-12-22
- xemacs-packages/perl-modes: Updated by Vin 2011-12-21
- xemacs-packages/python-modes: Updated by Vin 2011-12-23
- xemacs-packages/xemacs-devel: Updated by Vin 2011-12-22
And also there is one package that has a release notice in the
ChangeLog, but the top-level files apparently don't refer to this
version:
- xemacs-packages/ruby-modes
