GIF reading is not up for a vote[1].  Where did you get the impression
that it was?  I think we should finish de-GIFfing XEmacs by converting
the files in xmine to PNG and if Jareth cannot distribute a separate
giflib, then reluctantly we'll have to see about putting the reading
code back in the XEmacs core.
