Hello.
I have just compiled XEmacs 21.4.6 on my RedHat Linux 7.2 (with
updates) computer. The Instalation file is attached.
When I try to open a file using the menu (File -> Open), the
open file dialog quickly disapears and the message
Symbol's function definition is void: make-annotation
is left in the message window.
Trying to open a file with the keyboard (C-x C-f) also fails
with the following message
Symbol's value as varixable is void: file-p
in the message window. But after some tries, the command works.
Then it does not work anymore, with the message above.
Any clues?

I have found that make-annotation is defined in the xemacs-base package.
But shouldn't XEmacs work flawleslly without any packages. As I
understand that is indeed the reason for having the packages being
distributed separately from it, isn't it? So I believe it is a bug
and there are only two options:
1) do not use make-annotation in the XEmacs source distribution
2) define make-annotation and distribute it with the XEmacs
source distribution.

No. The reason for distributing the packages separately is to try to
decouple development of code that uses internal APIs, which change as
the devel team's needs and designs change, from development of code
which uses only public APIs (as defined in the Lispref).
It's unlikely that you'll get a useful XEmacs without the xemacs-base
package, and this is documented in several places.
We should distribute xemacs-base along with the core, but for the
moment please download and install it.
