Sorry, the revised package itself ended up buried in my xemacs-beta folder somehow, not in my patches queue, and I never got around to scouting it out. Yes, it should definitely go in FSF-compat. It does things like have a global variable override a file's explicit specification. However, that's what Emacs compatibility requires. So put it in fsf-compat where it's implicitly deprecated, and people are implicitly warned that conventions will follow Emacs when there's a conflict, instead of the other way around.
