Sorry, the revised package itself ended up buried in my xemacs-beta
folder somehow, not in my patches queue, and I never got around to
scouting it out.

Yes, it should definitely go in FSF-compat. It does things like have
a global variable override a file's explicit specification. However,
that's what Emacs compatibility requires. So put it in fsf-compat
where it's implicitly deprecated, and people are implicitly warned
that conventions will follow Emacs when there's a conflict, instead of
the other way around.
The texi file can be used as it is; one of these days somebody
(possibly me) will get around to making an fsf-compat texi doc, but
it's not urgent.
