Exactly the same thing happened to me.
I then did a cvs update, and voila, more files - including the
critical missing one.
So, it seems CVS is not entirely reliable?
No. It sounds utterly predictable as I've been through the same
sequence. The hack-package-index.el file doesn't appear to have been
added correctly to the repository, ie. it hasn't been added to the
module that XEmacs.rules, the top-level Makefile, etc. are part of.
