Er, why not add them to cyrillic.el, appropriately conditionalized?
You can't "conditionalize" it. It depends upon what encoding user's
fonts have, and you can't guess it.
And the patch is not complete without documentation if further
effort
is necessary on the part of the user.
Actually the general documentation is there (see my patches regarding
Mule and fonts, which are already in).
What is needed is the specific reference of all existing ccl-programs
that are defined within XEmacs and used for fonts re-encoding. I hope
we'll write that one soon.

Let's really eliminate the pain, then put it in the release.
Currently I have to include the "patch cyrillic.el if your fonts are in
koi8-r" clause into F.A.Q.
I want to simply say "Take 21.4.4 and put two lines to emacs.el".
