How about
1. Andreas looks at calendar and decides he can afford to make a new
SUMO.
2. Andreas posts to all maintainers of packages that he will do so in
one week, and checks out the current state.
3. Maintainers with "urgent" patchs commit them and ask Andreas to add
them, which he does.
4. Andreas rolls tarball (exposing Godzilla who was sleeping beneath...).

What's wrong with backing out a few days' changes with -D, for EFS only?
