21.0 should be the more stable branch, but I'm not aware of any
major
destabilizing changes to 21.2, so it should be pretty much OK too.
The major destabilizing change in 21.2 is the dropping of ancient
obsolete symbols. We've fixed all of the lisp in the XEmacs-packages
tree, but there might be problems with other older code we haven't
looked at.
