I believe that this is because you are trying to use the windows version
of ftp. EMACSPACKAGEPATH should not affect this. Have you tried installing
the inet utils from cygwin?
The inet utils cygwin package is already installed.
The following worked: putting D:\cygwin\bin first in windows environment
PATH variable. However, this may cause windows problems if it usees the
Cygwin ftp.exe; do you agree? In addition, it appears that it will not be
possible to run both Cygwin and native versions of Xemacs. One requires
Cygwin ftp and the other requires the Windows version--or am I ignorant of
some tip, trick or technique?

Actually that's not what those menu items are for. Once a package is
installed,
its installed period. Only uninstalling it will get rid of it. The
packages
submenu is mostly worthless. I added some customization hooks so
that
customize could be used to record what packages were installed, but as far
as configuring these things you need to look elsewhere. Unfortunately the
menus are organized very well, so finding things can be hard. For instance
gnus is under Options->Advanced->Emacs-Applications->News->Gnus

This may be an XEmacs or cygwin problem.

I don't have XP to try. Is this XP pro or home? If home then you may be
better off using the native version of XEmacs.
XP Professional.
After removing (split-window-horizontally) from my init.el file, Cygwin
Xemacs is much more stable.
_Warning_ If you do get XP, you can't dual boot NT and XP, and you can't
revert to NT if you use NTFS, because XP does something to the NTFS system
that prevents NT from seeing the disks.
My use at home is limited, and at work they don't have plans to upgrade to
XP. I'd much rather iorn out the difficulties with Cygwin-XP-XEmacs, which
seems to be working pretty well now.
I hope to transfer this version to work and provide it to other folks there,
who are using a Tandem mainframe editor that limits them to 80 characters
wide by 25 lines. I'm trying to get Efs to work with the Tandem. If this
version can print to the network and work with Tandem files, I may be able
to convert a few more folks to the best editor in the world.
